I don't think that there is any international law concerning this. It's their country and they have sovernty.

Rost, you're comparing apples to oranges. The feds didn't respond quickly enough to Katrina but they didn't take international aid that would save hundreds of thousands of people and refuse to let aid agencies distribute it.

I did know that they refused a crap load of aide from Hugo Chavez (including 2 mobile hospital units) I however wasn't aware of the rest.

Owen, that comment about the pump was a digger of GG who thinks high gas prices in America is the leading reason that there is starvation in the 3rd world.
I'm guessing it's simply an issue of sovernty. I can't think of any other excuse. Governments are very careful about letting in outsiders to help its populace because it makes it look impotent and powerless. Like I said though, that's a guess. Don't worry, I'm not singling out US in this. Many (probably most) countries do this.

I would love to see this situation shed some light on the Katrina situation.
I agree Rost that saving face is important, especially if it is us and Hugo Chavez is offering the help.
